
MANILA – President Ferdinand R. Marcos Jr. has reinforced his administration’s commitment to agricultural empowerment through Executive Order (EO) No. 101, directing the full implementation of Republic Act (RA) 11321, also known as the Sagip Saka Act.
The measure mandates all national government agencies (NGAs), government-owned and -controlled corporations (GOCCs), and state universities and colleges (SUCs) to align their programs and initiatives with the objectives of Sagip Saka, a landmark law promoting improved productivity and livelihood opportunities for farmers and fisherfolk.
Local government units (LGUs) are likewise encouraged to support the Act’s implementation by strengthening market access, capacity building, and enterprise development among local producers.
Under EO 101, government entities are required to directly procure agricultural and fishery products from accredited farmers’ and fisherfolk cooperatives and enterprises (FFCEs). These transactions are exempt from the regular bidding process, as provided under the New Government Procurement Act (RA 12009) and related regulations.
The directive also emphasizes the use of locally sourced rice and agricultural products in all government events and canteens, reinforcing the administration’s goal of promoting local consumption and ensuring inclusive economic growth within the agricultural sector.
To streamline coordination, the Department of Agriculture (DA) will establish Sagip Saka Desks across its regional and field offices to serve as information and coordination centers. The Farmers and Fisherfolk Enterprise Development Council, created under RA 11321, will oversee implementation, monitor progress, and submit biannual reports to the President.
President Marcos underscored that the convergence of government, private sector, academe, and civil society is vital in achieving sustainable agricultural growth and securing fair market access for small producers.
Originally signed into law in 2019, the Sagip Saka Act aims to empower local farmers and fisherfolk by integrating them into value chains, enhancing productivity, and promoting government-led local procurement.
EO 101 takes effect immediately upon publication in the Official Gazette or a newspaper of general circulation.
