DA Backs Senate Ratification of Global Treaty to Protect High Seas Biodiversity

MANILA – The Department of Agriculture (DA) on Friday expressed full support for the Department of Foreign Affairs (DFA) in urging Senate concurrence on the ratification of the Agreement on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction (BBNJ).

The landmark treaty, adopted under the United Nations Convention on the Law of the Sea (UNCLOS), seeks to conserve biodiversity in the high seas and ensure the sustainable management of marine resources beyond national borders.

Agriculture Secretary Francisco Tiu Laurel Jr. underscored the importance of the agreement in safeguarding the country’s marine ecosystems while guaranteeing equitable access to benefits from marine genetic resources.

“The BBNJ Agreement is crucial for conserving and sustainably managing marine biodiversity in areas beyond the Philippines’ jurisdiction,” Laurel said in a statement. “It allows the country to protect its rich marine ecosystems while ensuring fair and equitable sharing of benefits.”

The Philippines is among the early signatories and advocates of the treaty, which currently has 55 of the 60 ratifications required for it to enter into force. A special treaty event is scheduled at the United Nations General Assembly in late September 2025, where the milestone target may be reached.
