
BAGUIO CITY – The Philippine Institute for Development Studies (PIDS) has stressed the urgent need for the Philippines to embrace Artificial Intelligence (AI) in governance and key sectors, warning that delays could leave the country lagging in the global digital shift.
“Other countries are moving so fast. Developed nations are already drafting AI regulations, and we do not want to just be followers of their frameworks because their priorities are different from ours,” said PIDS lead researcher Dr. Kris Francisco during the North Luzon media kickoff for the 23rd Development Policy Research Month at the Department of Agriculture-Cordillera conference hall.
Francisco noted that while advanced economies have begun integrating AI across industries, the Philippines is still building up systems in healthcare, education, and agriculture—areas that must be prioritized in crafting a Philippine-specific AI framework.
“If we fail to act now, the existing inequalities made worse by AI will only widen, erasing the progress we have made in recent years,” she warned.
PIDS President Dr. Philip Arnold Tuaño emphasized that AI is already reshaping work, communication, decision-making, and public services. In government, he said, AI could streamline processes, improve monitoring, and make services more responsive.
However, Tuaño also raised caution over bias, accountability, data protection, and inclusivity, saying AI systems must reflect community values and respect cultural identity.
“An AI system in public service must reflect community values, respect cultural identity, and adapt to local contexts—otherwise, it may harm instead of help,” he said.
He stressed that strong research and policy will be key to ensuring good governance in the AI era, rooted in flexibility, participation, and local context.
“Holding this event in Baguio is a reminder that national conversations on AI must go beyond the capital. True learning begins in the community,” Tuaño added.
